Located north of Indianapolis, the City of Noblesville employs about 500 full-time, part-time, and temporary employees who serve approximately 75,000 residents. As a government municipality, the city's complex workforce spans multiple large departments that each have vastly different requirements, including police and fire; parks and recreation; planning and development; and utilities — with many working 24-hour shifts, in the field, or on-call schedules — so it’s critical that employees are not stuck behind a desk and can focus on the important work they do in the community.

A growing community, the City of Noblesville’s workforce has nearly doubled in the last seven years and continues to increase in tandem with the region’s expanding population. Through automation, UKG Ready organizes complex payrolls and public safety compensation rules to help pay people quickly and accurately, and the time saved processing payroll has enabled the city’s small HR and payroll team to keep pace with that growth.
“It’s reassuring to know that I can manage time, tax, pay, and reporting in a single, unified solution,” said Debbie Nulliner, payroll administrator for the City of Noblesville.
One of the ways UKG Ready helps manage complexity is through detailed, real-time, automated payroll cost allocation. Like many municipalities, the City of Noblesville receives a significant number of grants from multiple funding sources, including the federal government, requiring proper tracking of eligible labor costs on an ongoing basis to ensure compliance.
“We leverage reporting within Ready to track several grants such as Operation Pull-over, the primary seat belt enforcement program in Indiana, as well as programs that fund school resource officers and new firefighters,” said Jeff Spalding, CFO and controller for the City of Noblesville.
